Technically, yes. Ethically, it exists in an interesting grey area that three law professors and a Reddit thread have been unable to conclusively resolve. The $1 is for a legitimate service: silence. You are not paying for a product. You are paying for the absence of one.
What actually happens if I pay?

Do you actually have my email address?
